Since requirements vary from state to state, the best advice I can give you is to contact your local licensing office or resource and referral agency. They would be the best source for what is required for licensing centers.
Other than that, you should probably survey the area you plan to open in and see what kind of need there is. Are there a lot of centers already? Are they at capacity? Are there a lot of families living nearby? etc.
